Abstract

This study aims to analyze the complex interactions among physical defects, residents’ management behaviors, and institutional information barriers that exacerbate housing conditions in semi-basement dwellings in Seoul. Ultimately, the study suggests the necessity of practical software-oriented support and educational programs to help residents autonomously maintain their housing environments, moving beyond conventional physical renovations. In terms of methodology, an initial field screening of 317 households was conducted, from which 8 extreme cases—where physical vulnerabilities, lack of spatial management, and information blind spots completely intersected—were selected for in-depth interviews and observations.The results are as follows: First, severe housing deterioration is driven not only by structural flaws but accelerates significantly when coupled with the absence of residents’ active space management. Second, even when residents are aware of housing policies, practical improvements are often hindered by institutional and procedural barriers, such as the requirement for landlord consent and complex application processes. Consequently, to complement existing physical improvement projects, software-oriented support—such as proactive maintenance networks, landlord-tenant mediation, and residential life coaching programs—must be expanded. In conclusion, ensuring substantive housing rights requires shifting from passive physical interventions toward enhancing residents’ self-management capacities.
