A Case Study on Care and Welfare Delivery Scheme in Public Rental Housing for Older Adults to Support Aging in Place

Abstract

This study examines the support system for aging in place in public rental housing. First, the study reviews the concept and key components of aging in place and the housing policy context for older adults in Korea. It conducts case studies of major public housing types for older adults. Field visits and interviews with housing managers and residents were carried out between June and August 2025 in order to analyze both the physical housing environment and the delivery scheme for care and welfare services. The findings show that public rental housing for older adults contributes to aging in place by improving residential safety through age-friendly design features and by supporting access to welfare, community, health, and care resources that help residents maintain everyday life. However, the findings also indicate that the roles of local governments and operating organizations are also critical in coordinating care and welfare services and in linking housing with community-based support systems. The study also suggests that future policy responses should move beyond physical improvement alone and address the aging of existing public rental housing communities through age-mix and intergenerational strategies that prevent social isolation while avoiding the institutionalization of rental housing estates.
