The Restructuring of Affordable Housing Policy in England : Policy Directions and Characteristics

Abstract

The purpose of this study is to derive the implications of affordable housing policy in England. Historically, the restructuring of the affordable housing policy in England has developed to reduce the government's responsibility and increase its dependence on the private sector. The implementation of Right to Buy since 1980 reduced the social housing stocks, making it difficult to recover. In the second restructuring, housing associations have emerged as the main providers since the 1990s, replacing local governments. Also, the third restructuring started to show changes in the nature of social housing supply through financialization. From these, policy implications for Korea are as follows. First, a policy such as RTB that can cause a sharp decrease stocks should be avoided. Second, It is necessary to positively accept the diversification of housing providers, beware of reducing the government's expenditure. Third, It is necessary to establish an organization that can manage and supervise various providers. Fourth, reorganization of the rent setting system should be promoted in consideration of equity among tenants. Fifth, efforts to improve the performance of existing housings should be made. Finally, It is necessary to strengthen the institutional and social support base for the affordable housing policy to overcome its political vulnerability.
