Characteristics of New Town Cluster Planning in Indonesia 인도네시아 신도시의 주거단지 계획 특성

Abstract

This study focused on Jakarta Indonesia in a series of analyses intended to examine the characteristics of new town planning in Southeast Asia. The main purpose was to understand the cluster planning characteristics of new towns in Indonesia through case studies of the new town projects of major Indonesian property development companies. The research area was the Jakarta metropolitan area, where new town development is most actively carried out, while the analysis areas were Bumi Serpong Damai of Sinar Mas Land and Citra Raya of Ciputra, which currently are major new town development cases by major property development companies. The analysis results show three major characteristics of Indonesian new town cluster planning. First, housing clusters are planned as gated communities considering territoriality and safety. These control visitors through housing cluster gates and form barriers through natural elements (green areas, lakes, rivers) and buildings (shop houses). Second, these clusters aim to ensure harmony between various income groups. Clusters naturally include variously sized plots in order to mix income groups. The third goal is ecofriendly environment. The study found that during planning, green areas such as parks, walkways, and gardens are created or local natural environments are included as planning elements.
