Abstract

This qualitative study investigates the impact of the climate crisis on the daily lives, safety, and health of residents living in semi-basements. The study explores the limitations of current policies and identifies unmet housing needs of these residents. In-depth interviews were conducted with eight household heads residing in semi-basement housing in Pyeongtaek. The analysis focuses on their experiences of environmental risks and specific demands for residential improvement. The findings indicate that recurrent flooding, water leakage, sewage backflow and extreme cold waves compromise the daily stability of the participants. Furthermore, high humidity, mold, and pests were linked to chronic health issues, including skin and respiratory ailments. The limited capacity to upgrade housing conditions and repeated damage intensified feelings of helplessness and social isolation. Participants expressed a need for fundamental policy actions, including housing cost subsidies, relocation support, facility safety improvements, and limits on semi-basement construction. Based on these findings, the study proposes concrete policy measures to secure the housing rights of semi-basement residents.
