This study investigates the operational characteristics of housing welfare centers in Korea and discusses the expected roles of housing welfare governance. In-depth interviews were conducted with 12 people working in eight housing welfare centers in Korea. The interview questions included opinions on project implementation, project performance based on work expertise, limitations according to difficulties in understanding the operation characteristics of housing welfare services, and the expected roles of housing welfare service governance. The main findings are as follows. First, the strengths and weaknesses of each housing welfare center type were identified, and the derived results highlighted the need to complement them through active exchange and establishing a cohesive governance system. Second, the expected roles of local governments, public institutions, and the private sector in establishing housing welfare service governance vary. However, building a government-driven “control tower” was considered a top priority, followed by improving housing welfare regulations and systems. Local governments were expected to investigate housing and welfare issues in their respective regions.
