Abstract

This study assesses the community housing policy implemented over the past decade in a context where new supply has been discontinued, and derives implications for future housing policy reform. To this end, a survey of residents was conducted to examine satisfaction levels and perceptions of community, while the architectural and spatial characteristics of community housing were analyzed using building registers, administrative data, and field surveys. The findings indicate the potential for expanding cooperative housing, diverse perceptions of community, active use of shared spaces, the potential contribution to the regeneration of aging low-rise residential areas, and low satisfaction with housing cost burdens. Based on these findings, the study proposes three policy implications for future housing policy design: (1) promoting high-quality, affordable housing delivered and managed by the private sector; (2) differentiating between cooperative and private rental housing types; and (3) supplying housing in low-rise residential areas to support the improvement of neighborhoods with a high concentration of aging housing. In addition, publicness in eligibility criteria and rent setting should be ensured in accordance with the characteristics of each housing type. These findings provide practical insights for designing sustainable and inclusive housing policies in similar urban contexts.
