Abstract

This study explores current issues and directions for enhancing Aging in Community (AIC) approaches to existing policies and practices of neighborhood planning for older people. As for methods, the study examines recent Japanese cases of ‘Smart Wellness City (SWC) agenda and achievements of ‘SWC Forum’ as well as ‘Health ·Medical ·Welfare Machizukuri’, which are regarded as examplary models. In reference to the issues drawn from the Japanese cases, the study investigates representative Korean cases of ‘Age-friendly City Seoul’ and ‘Gangdong-gu Healthy City Guideline’. The major findings from the study include 1) Recognition of accumulated, systematic, empirical health & walk ‘big data’ in planning. 2) Promotion of secured higher status of integrated government agencies and plans. 3) Suggestion of planning process to make planning goals as community-based compact and tangible. Acknowledging potentials and weakness, the study suggests three practical points to improve AIC approaches to policies and plans. 1) Develop existing data index like ‘Gangdong-gu Health Profile’ and networks between local governments, to activate ‘big data’ for planning bases. 2) Modify existing ordinances and plans’ hierarchy to secure more inclusiveness in terms of planning goals, agents, and implementations. 3) Revise current planning methods and processes to accommodate research results on related cases & surveys.
