Abstract

The purpose of this study was to analyze the distortion phenomenon observed at each stage of performance management of urban regeneration projects and to draw improvement plan to solve the problem. For this purpose, through experts FGI and survey, the characteristics of performance distortion which occurs in urban regeneration project sites were analyzed. As a result, it was found that performance distortion of urban regeneration projects occurs the most often at the initial stage of setting a performance goal, and problems with respect to setting quantitative indicators, easy indicators, and short-term goals were found. Also, distortion phenomenon appeared in the process of conducting performance management including threshold effect that no further efforts are made more than the performance goal and ossification that only the initially set performance is focused on. In order to improve this, the central government should carry out verification of the appropriateness of performance management and provide education, support, monitoring, and consultation in order to set and measure appropriate performance goals. In addition, comprehensive efforts should be added including recognition of the process rather than the result, recognition of not only quantitative performance but also qualitative performance, and establishment of adequate management system and support.
