A Study of Housing Affordability, Quality, and Satisfaction among Pohang Residents 포항 시민의 주택 Affordability와 주거의 질･주거만족도 연구

Abstract

In Pohang, 9.2% of renters and 5.3% of homeowners spend over 30% of their income on housing and maintenance, a threshold commonly used to measure housing affordability burden. Although these rates are lower than those in Seoul and other major cities, housing affordability and quality remain pressing concerns. Residential mobility has led to quality improvements for many: 58.9% of residents reported their housing had “greatly improved” or “improved,” while 33.6% saw no change and 14.4% experienced deterioration. Overall housing satisfaction is high, with 83.3% of residents expressing they are “very satisfied” or “satisfied.” Key factors behind this satisfaction include upgraded housing facilities (25.1%), newer or well-maintained units (18.9%), and larger floor areas (11.9%). To further enhance housing affordability and quality, the local government must stimulate the housing market by expanding housing choices—especially mid-income and public rental options—through urban development and regeneration projects. Critical policy tools include supplying affordable land, streamlining permitting, offering low-interest construction loans, and providing favorable consumer financing and tax incentives. Additionally, scaling up housing vouchers and public rental supply should be prioritized to support low-income households and foster inclusive housing stability.
