Abstract

This study explores the perceptions of key stakeholders regarding the introduction of a building management certification system for residential collective buildings in Korea. Despite the growing prevalence of small- to mid-sized multi-owner buildings, inadequate legal frameworks and operational mechanisms continue to create governance gaps, blurred accountability, and frequent stakeholder conflicts. Based on responses from 221 survey participants and in-depth interviews with five practitioners—including management office staff, outsourced management firms, and residents—this study investigates stakeholder awareness, willingness to participate, perceived barriers, and policy expectations. The findings reveal that while 83.3% of respondents acknowledge the need for such a system, only 62% express intention to apply, citing cost concerns, procedural complexity, and skepticism about tangible benefits. Drawing from these insights, the study proposes practical policy strategies including pilot implementation, tiered cost-sharing mechanisms, digital application platforms, and periodic re-certification. These findings aim to inform a certification framework that reflects Korea’s unique building management environment and promotes standardized, transparent, and sustainable practices.
