Abstract

This study aims to analyze the strategic characteristics of the regional capacity-enhancing project of the Fishing Village New Deal 300 project to revitalize underdeveloped fishing village areas as part of balanced regional development. It analyzed the overall goal, purpose, and basic direction of the regional capability enhancement project and presented four criteria for village community implementation, regional value enhancement, resident capacity enhancement, and village business development. The analysis results are as follows: First, the government planned to revitalize the community of local residents and operate a regional consultative body to implement the village community. Second, program development consulting considering regional characteristics and regional promotion and marketing plans were planned to implement regional value enhancement. Third, in order to strengthen the capacity of residents, the government plans to benchmark successful cases through professional education for residents and field trips to advanced areas. Finally, to foster the local economy, the government planned marketing and the operation of office managers to foster village companies operated by the village community. It is expected that an assessment of the process and outcome of the implementation of the regional capability enhancement project will be made for the practical effect after implementation.
