A Case Study on Rearrangement Policy of Old Public Rental Housing in Osaka Prefecture, Japan 일본 오사카부의 노후 공공임대주택 정비 정책에 관한 연구

Abstract

Since 2019, public rental housing that passed 30 years from completion has begun to appear in Korea. Accordingly, a policy is needed not only in the supply of public rental housing but also in the rearrangement of old public rental housing. This study aims to examine Japan's rearrangement policy by selecting policies in Osaka Prefecture and Osaka Prefectural Housing Corporation as examples and to draw implications for Korean policy from this. The characteristics of Japan's rearrangement policy were analyzed by dividing it into policy systems and policy implementation. In the policy system, the main features were system to determine the type of rearrangement, establishment of a long-term plan, and financial support through block grants. In the policy implementation, the expansion of housing improvement projects for the longevity of housings, rearrangement policy based on needs of residents, the content diversity of housing improvement, and connection with urban regeneration were confirmed. As a result, the implications of the Japanese policy for Korean policy are as follows: establishing a planning system for the rearrangement of old public rental housing, making a financial support structure, developing a new remodeling program, and connecting with the regeneration of local communities.
