An Analysis of Housing Welfare Services for Public Rental Supportive Housing for the Elderly

Abstract

This paper aims to understand the supply status, physical characteristics, service provision, and operating system of public rental supportive houses for the elderly in Korea. A case analysis of service-supported public rental housing for the elderly was conducted. From June 7 to June 16, 2021, on-site visits and interviews were conducted for the representative cases. Based on the results we find that, first, housing supply should be expanded to the middle-class elderly and diversified. Second, a new policy should be created to encourage the liquidity of real estate assets in order for the elderly to live financially independent lives. Third, community-linked services should be implemented to provide integrated welfare services to the elderly. Fourth the deployment of professional coordinators should be expanded to support housing welfare services for the elderly more successfully. The findings of this study are expected to have implications for guiding housing welfare services for the elderly in public housing in Korea for ‘Aging In Place’.
