Abstract

In this study, while the smart city market is growing to solve urban problems due to population growth and rapid urbanization, we will look at the case of the EU, a best practice based on citizen participation, to benchmark major countries where smart cities are leading. In addition, we intend to identify the latest smart city and living lab policy trends in the EU and Korea and suggest implications for future policy directions. The research method was reviewed using a non-systematic literature review method by examining EU and domestic related literature, focusing on smart city living labs, which are actively operating in the EU. looked at As a result, the promotion strategies of the EU and Korea's Smart City Living Lab were compared in common in three aspects: citizen opinion collection, smart city research, data utilization service model, and smart city infrastructure construction. In order to have a long lifespan of Smart City Living Lab in Korea like the EU in the future, it would be good if it was operated in a platform format rather than a project format, and it would be good to strengthen citizens' awareness through preparing related manpower training and training programs so that they can actively participate.
