Abstract

Among the various recent projects that can renovate old homes and revitalize urban functions, which has similar business conditions and the purpose of establishing and managing district unit plans, the purpose of this study is to understand these projects with the problem of the incentive system according to the maintenance method of the existing city. This study reviewed the improvement plans for these problems, related to the public facilities liability through case studies of housing construction projects and housing reconstruction projects. As a result, it is necessary to modify guidelines about establishing district unit plans, which can diversify the public facilities liability in Daejeon and can make expected effects on local residents. Second, it is necessary to avoid the use area change in the housing reconstruction project, and to establish clear standards and guidelines by improving the floor area ration system. Third, it is necessary to return development profits in a variety of ways including land, rental housing, and cash, to ensure that residents are in an optimal location for use. Based on the, it is proper time to change the direction by providing a clear standard for public facilities liability or by revising the guidelines about the establishing district unit plans in Daejeon, to provide a variety of incentives for public facilities that are frequently utilized by citizens.
