Developing the Notion and Type of Social Housing in Korean Housing Context

Abstract

Housing stability of the disadvantaged exacerbates by economic downturn; furthermore, the lack of public rental housing supply and service is a major housing policy issue which existing public rental housing bears. To resolve this housing issue the central government begins to consider social housing that could respond to various rental housing demands. As a means of establishing social housing in rental housing market, non-profit organizations and small-scale private enterprises participate in the market with financial supports and tax incentives. Also, the central government makes tenants criteria reasonable to accommodate rental housings for diverse households such as students and newlyweds. This study focuses on such emerging change in rental housing policy and market to evaluate the possibility of social housing in Korea. As a result, the central government plans to support private and non-profit organizations for rental housing supply. Second, household characteristics and the concept of life cycle management blend into tenants criteria which heavily centered on income levels before. Diversifying rental housing suppliers and making reasonable tenants criteria show potential for social housing. Lastly, the market paradigm of rental housing needs to transform from supply-oriented to actively demand-responsive.
